In order to organize household and village surveys in developing countries over a long period of time, the project maintains good cooperation with national and local development authorities. To ensure high levels of data quality with a minimum of attrition, the partner organizations previously involved in data collection, need support to develop their capacities. Therefore, National Research Data Collection Centers are set up in the two countries. In Thailand this is at Ubon Ratchathani University (UBU), the geographical hub of the three sample provinces in Thailand. In Vietnam, the Economic University Da Nang performs this function. In each location a project office is established with a local researcher (Research Data Collection Center Manager) and one Administrative Assistant. The main task of the Data Collection Centers is to organize data collection plus data entry and preliminary data cleaning. After each survey round, the centers generates descriptive statistics as an output of the cleaning process. Results can be published in an annual sourcebook of rural development statistics for the respective provinces. Such outputs help maintain the interest and support of provincial authorities for the project. The data collection itself is done by local enumerators; answers to the questionnaires are directly entered electronically via tablet PCs.
The Database Management Unit at Leibniz Universität Hannover (LUH) is the central data agency of the project. It physically hosts and stores all data and, thus, requires a high degree of IT competence. It also provides technical support and training for the Data Collection Centers in Thailand and Vietnam and therefore also requires a high degree of development economics competence as well as field experience. Under the supervision of the Project Management Team, the Database Manager develops guidelines and provides training for sample management, data collection and data cleaning as well as ensures the adequate use of technical equipment for computing, data storage and data collection.
